Andy Clarke, CEO League of American Bicyclists

Andy Clarke is CEO of the Washington-based League of American Bicyclists, the largest cycling advocacy in the U.S., representing the interests of the nation's 57 million cyclists. The League has a current membership of 300,000 affiliated cyclists.

Among his accomplishments at the League, Andy has led the implementation and growth of the Bicycle Friendly Communities (BFC) program, in partnership with Trek Bicycles and the Bikes Belong Coalition. The BFC is a program which provides to communities, an audit of their cycling engineering, education, encouragement, enforcement and evaluation efforts, and benchmarks like-sized communities against one another based on their success in achieving the 5 "E's".

Andy will outline the elements of the BFC program - its benefits and successes as part of the League's efforst to create a Bicycle Friendly America - and touch on how this program might benefit Ontario.

Keynote Opening Speaker: His Worship Mayor Dave Cieslewicz, Mayor of Madison, Wisconsin

May Dave Cieslewicz was first elected Mayor of Madison in April, 2003, and re-elected to a second term in April, 2008. Under his leadership, the city's Platinum Bicycling Committee was established in 2006, with the overall goal of achieving the Platinum Level awarded by the League of America Bicyclist - Bicycle Friendly Communities program, and to put forward a roadmap - or bike path - for Madison to become the best city in the country for cycling. Mayor Cieslewicz will outline how Madison has achieved an enviable cycling mode share - even in the winter months!

Cycling England has worked tirelessly to make the case for cycling, showing how the humble bicycle can transform the way we travel to create a greener, healthier nation. In particular, they have proposed a model to convince planners and politicians of the benefits of investing in cycling. Phillip will outline how his organization shows how local authority planners can apply conventional cost benefit modeling to ensure a better return on investment for every (dollar) spent on cycling.

Ms. Anne Paliwal, Cycling Advocate, Ottawa

A collision in Ottawa this July between a motorist and five cyclists, all of whom sustained significant injuries, received international attention. To provide assistance to the cyclists and their family and in order to rally community support, Anne Paliwal and a group of dedicated volunteers organized a fundraising event. Anne will bring greetings from the four cyclists who attended the fundraiser and the family of the fifth cyclist who remains in hospital and talk about how she and her associates are bringing awareness of the need to "share the road".

Tim will bring greetings from Mountain Equipment Co-op and will highlight MEC's relationship to and support of cycling advocacy and cycling groups across Canada.

Opening Plenary Session

The main issue for discussion: What should the role of the provincial government be in the context of the development of an Ontario Bike Policy?

7:45 - 8:15 a.m. “Building a Bicycle Friendly Ontario”.
Stratcom Communications will present the results of the pre-Summit policy survey. Break-out sessions will follow so that delegates can start to populate the various recommended public policy areas for the provincial government with a view to building a framework for a Provincial Bicycle Policy.

Cycling in Québec in the last decades has followed an incredible path. With such bicycle infrastructure investments as the 4300 bicycle network -- “La Route Verte” – and a provincial Bicycle Policy, Quebec enjoys on of the most highly evolved cycling cultures in North America.

This presentation will outline details of Quebec’s Bicycle Policy. It will also provide an overview of how the specific model of partnership developed between the Québec provincial government, (specifically the Quebec Ministry of Transportation) and Vélo Québec Association, a bicycle advocacy association dedicated to the promotion of bicycling and active transportation in Québec has benefitted cycling in Quebec.

This partnership is considered to be one of the many reasons behind the recognition of La Route Verte as the best long-distance bike route in the world according to the National Geographic Society's publication Journeys of a Lifetime.

Representative James Oberstar (D-Minn) Chair, Transportation and Infrastructure Committee, U.S. Congress.
 

Now in his 18th term, Congressman Oberstar is the longest serving member of Congress in Minnesota history and in the 34 years he has served in Congress, Jim has become known as the body’s leading expert on transportation policy. 

In January 2007, he was elected chairman of the Committee on Transportation and Infrastructure. Congressman Oberstar also authored the Safe Routes to Schools (SRTS) program and worked to get it written into the 2005 federal transportation bill. The program provides states with funds for projects to get children to walk and bike to school safely and drove $612 million in cycling infrastructure spending. Currently 5,400 SRTS projects are underway in the U.S.

More recently, he introduced a new federal transportation bill that if enacted will mean $5 B in funding for cycling initiatives and will double the funding for Safe Routes to School. The bill also includes language that would establish cyclists’ right to the road.

Trek president John Burke recently called Rep. Oberstar the “father of the modern-day bike movement.” Congressman Oberstar will provide inspiration and advice on how and what we can learn from the United States in terms of creating a bicycle friendly culture here in Ontario.
